A Socastee High School JROTC colonel has been charged with inappropriate contact with a student, according to an Horry County police report and online records.
Ray Andrew Kiracofe, 67, has been charged with second-degree assault and battery, online records show.
According to the report, an 18-year-old female student told police that within the past few weeks Kiracofe, who she had regarded previously as a father figure, had inappropriately touched her, which included touching and rubbing parts of her body as well as hugging and kissing her without her consent.
She said the incidents occurred primarily in the high school's JROTC room as well as inside of a vehicle used for the school's driver education program, the report said.
During some of these incidents, the student said, Kiracofe would tell her that "this is what fathers do for their daughters," according to the report.
Kiracofe has been placed on administrative leave and will resign at the end of the month on June 30, Horry County Schools spokesperson Teal Britton said.
Kiracofe has been a Socastee High employee since August of 2006, officials said.
He was booked in the J. Reuben Long Detention Center in Conway on Monday and released later that evening on a $2,500 bond, according to online records.
